2. How safety was assessed

This is the internal risk analysis and technical documentation required by Article 9(2) of Regulation (EU) 2023/988 on general product safety (GPSR). Hazards were identified by going through the aspects listed in Article 6(1). Each hazard was rated for how severe the injury could be (1 minor, 2 moderate, 3 serious, 4 life-threatening) and how likely it is (1 unlikely, 2 possible, 3 likely), before and after control measures. Severity × likelihood gives the risk: 1–2 low, 3–5 medium, 6 or more high.

3. Risk analysis

HazardBefore controlsControl measuresAfter controls
Fire from a burning candle A burning candle can set fire to nearby objects, flare up, or be knocked over.Severity: 4 – Life-threatening Likelihood: 2 – Possible Risk: High• Each candle design was test-burned from start to finish with this exact wick, wax and container. • Burn-safety warnings are on the product or its packaging.Likelihood: 1 – Unlikely Risk: Medium
Burns or cracking from a hot container The container heats up while the candle burns. It can burn skin, mark furniture, or crack.Severity: 2 – Moderate Likelihood: 2 – Possible Risk: Medium• The container is made for candle use and did not crack or overheat in the test burn.Likelihood: 1 – Unlikely Risk: Low
Allergic reaction to fragrance Fragrance oils and essential oils contain allergens that can cause skin or breathing reactions in sensitive people.Severity: 2 – Moderate Likelihood: 2 – Possible Risk: Medium• Fragrance is used at or below the maximum the supplier recommends for this product type.Likelihood: 1 – Unlikely Risk: Low

4. Control measures – tick each one that is true

The risk ratings above only hold if these statements are true for your product. Tick them, and change your product or process where you cannot.

  • Each candle design was test-burned from start to finish with this exact wick, wax and container.
  • Burn-safety warnings are on the product or its packaging.
  • The container is made for candle use and did not crack or overheat in the test burn.
  • Fragrance is used at or below the maximum the supplier recommends for this product type.

5. Open actions before selling

  • Do a full test burn of each candle design and keep notes and photos (flame height, any flare-ups, how it goes out) with this file.
  • Get the safety data sheet (SDS) for each fragrance or essential oil you use.
  • Check whether the finished product needs a CLP hazard label under Regulation (EC) No 1272/2008. Many scented candles and wax melts do. This kit does not work out CLP classification for you.

6. Warnings supplied with the product

  • Never leave a burning candle unattended.
  • Burn candles out of reach of children and pets.
  • Do not burn candles on or near anything that can catch fire.
  • Place on a level, heat-resistant surface.
  • Trim the wick to about 1 cm before lighting.
  • Do not place candles in a draught.
  • The container gets hot. Do not touch or move it while the candle is burning.
  • Contains fragrance. May cause an allergic reaction.

Label & packaging text

What has to be on the product, its packaging or a card in the parcel.

Label

Put this on the product. If it does not fit, put it on the packaging or on a card inside the parcel (Articles 9(5), 9(6) and 16(3)). Write a batch number that lets you tell production runs apart – the month and year you made it is enough.
